Night Vision - fuzzy surrounded by pitch-black?

I recently have be having a bit of trouble with my trance in the dark or low hurricane lantern, I see like a fuzzy TV in front of my phantasm. I can still see objects fine but have this fuzzy snowing vison which is really bad when it is completely gloom or dark coulors. Anyone know what this may be? I can still see so glasses will not support, it is kind of freaking me out as I can see this in the year as well but it is not as bad??

you need to see an optometrist, do not assume that people who wear eyeglasses simply "cannot see"...a lot of people can't see powerfully at night and they all necessitate glasses
