get a damp towel and scrub comparatively hard
panda eyes are caused by eye receive up and durt
a wet towel is the healthiest way to treat it :)
You might be dried up or just have poor circulation around the eye nouns. Drink more water and use a moisturiser specifically for use on the eye area morning and dark after cleansing/toning your face. This can be due to dehydration and/or poor circulation. Drink lots of water and google which supplements will relief to boost your circulation.
Permanent cure plastic surgery although not advisable. You can buy creams & stuff but they don't really work if you ask me
